Preface
    Halogen free board materials have been developed and introduced to the industry as environment friendly materials. JPCA has developed specifications of some halogen free materials for the benefit of the industry. A test method to measure halogen content in board materials, JPCA-ES01, in this series was issued in November 1999. This document was also proposed to IEC as an international standard and accepted as a work item of IEC/TC91. It will be published in very near future.
    Three years have passed since the publication of this document and various comments have been made to JPCA-ES01 from users of this document. JPCA decided to revise this document with the assistance of Sumibe Techno Research Corp. The test method described in this document is certainly not the only method to measure halogen content in a material. We should like to appreciate to receive comments from those who use this document using the comment form attached at the end for further improvement of this document.

Informative Annex: Definition of "Halogen-free"
 A copper clad laminates is recognized as "halogen-free" when the concentration of Chlorine or Bromine satisfies the following requirement.

 Chlorine ion concentration: Less than 0.09 wt% (900 ppm)
 Bromine ion concentration: Less than 0.09 wt% (900 ppm)
 Total concentration of Chlorine and Bromine ions: Less than 0.15 wt% (1500 ppm)
